i expect it to correctly geographically tag incoming clicks

Current Behavior

right now all incoming clicks say they are from USA.

Your Environment

I am using latest pull under vestacp with a .htacess to forward all traffic to /public folder inside the directory.

Did you update the geoIP db?

Do you serve your website over CloudFlare or any other reverse proxy?
In that case, $_SERVER['REMOTE_ADDR'] can contain CloudFlare (proxy) IP address if nginx/apache is not configured properly.

The nginx conf on the first link from @xZero707 will fix the issue if this is related to Cloudflare and you are using nginx obviously.
