Consistent contributor experience across repos

What problem are you facing?

As the number of projects within the Crossplane ecosystem continues to grow (especially in the https://github.com/crossplane-contrib/ org), there is more divergence in the patterns and practices they implement. This can make it more challenging to ensure that all the repos are following good hygiene/standards and it can make it more challenging for contributors to get involved in more than one repo when there is not a consistent experience across them.

How could Crossplane help solve your problem?

A few ideas to increase consistency of the contributor experience across the Crossplane ecosystem, we could

• update template repos with all current best practices
• automatic enforcement of rules, standards, and best practices (e.g. https://github.com/stacklok/minder)
• automate new project set up in the crossplane-contrib org (e.g. repo creation, xpkg.upbound.io publishing, etc.)
