Peppol for e-invoicing

Is your feature request related to a problem? Please describe.
From may 2023 local governments in Belgium have to decline PDF invoices and can only accept E-Invoices via the OpenPeppol protocol. This is due to European Union laws, and all European countries will have to follow. I'm a local government contractor, and will not be able to invoice them anymore due to this law.

Describe the solution you'd like
Be able to send through the OpenPeppol system to local governments.

Describe alternatives you've considered
The only other solution is to ditch Crater and move to a system that supports OpenPeppol.
