Is your feature request related to a problem? Please describe.

• Yarn 1.x.x is deprecated
• We've started having issues with it all of the sudden
  • e.g. error An unexpected error occurred: "expected workspace package to exist for X".
  • It appears to be a bug/known issue
    • CLI functionality related to aggregator preventing yarn commands 1.19-1.22 - Reverted to 1.16 yarnpkg/yarn#7734

Upgrade to yarn 2+

Describe alternatives you've considered

Downgrading (whilst downgrading is a possibility, it may no solve it and we want to move to yarn 2 anyway).
