Add support for annotations that appear only on mouse hover over various graph elements including data points, titles, and legend entries. This feature should work on the Mac and on iPad with an attached mouse.

Managed to add NSTrackingArea and UIPointerInteraction to CPTGraph, check out on swainwri/core-plot-swainwri. Check it out Examples/ElevationPlot.workspace, there are a couple of tweaks that are probably needed.
