[CON-237] Allow slash commands to request user confirmation/input

Problem

This discussion begins with the built-in draftIssue slash command. We generate a link to a draft of an issue so that a user can modify it before any action is officially taken on GitHub. But the link isn't a great UI, and in the future it seems clear that a back-and-forth or just confirmation interaction will be useful.

@justinmilner1 started work on this and discovered that it is possible to display buttons in markdown, but this was out of the scope of the original PR: #1087
