Integrate Model converter for running models without GGUF file #542

In order to allow a user to start models that are not available with a GGUF file, we'll need to integrate the model converter tooling: https://github.com/redhat-et/locallm/tree/main/convert_models

We'll need to integrate it as part of:

Models (playground + serving)
Recipes
