User Story

When a Budget is in Finished Budget phase. I want to be able to view the budget process

Why is this Needed?

When a budget is Finished, if it is not the current budget it appears at the bottom of the Budgets Page

However, if the Budget Admin option Show Results is unticked, there is no obvious way for a user to click into the Budget to see the process because there is no Show Results button and no link to the process

We want users to be able to view the Budget process and view the information published at each of the phases, as well as referencing the database of investment proposals

Current Behavior

Part1
As described above there is no link to the budget process at all if Show Results hasn't been ticked and only a link to Show Results if the box has been ticked.

Part2
When viewing a finished budget directly, the hyperlinks to investments work from the map but the links to the individual Headings/Districts don't work

The button to view all investments is also missing

Expected Behavior

I would like the Name of the Finished Budget Process to link to the main Budget View

I would expect the Budget view to behave the same as it did before the Budget was in the finished phase.

I have checked an older version of CONSUL and the links on the finished budget work as expected. This behaviour seems to have been introduced after 1.5

Steps to reproduce

Put a budget into finished phase and view budget url

This was actually done on purpose in pull request #3250. We need to check the reasons behind that change and whether it still makes sense 🤔.

@javierm Thanks - I can't think why this would have been done. One of the big benefits we have seen from PB processes is that we end up with a database of projects our community wants to carry out. The ability to look at the detail of projects is really useful.

When a PB process if finished we often have city officials or members of the public who might want to see all of the projects proposed in a district. This is because the projects might still be implemented by the city or used as reference for future funding or as a way of sharing ideas.

By only being able to click on the map it is difficult to find individual projects or to see an overview of all of the project proposals
