CAA: occassionally a pod fails to delete with "device or resource busy" #1794

I noticed, a peer pod pod is stuck at Terminating sometimes with this CAA log message:

2024/04/12 11:25:32 [adaptor/proxy] RemoveContainer: containerID:38e09293259c58a404578e509198c638bc0814750f6184f5efadfe5b9b616019
2024/04/12 11:25:32 [adaptor/proxy] RemoveContainer fails: rpc error: code = Internal desc = Device or resource busy (os error 16)

haven't found a pattern so far. it might happen only in mkosi images, but i'm not sure yet.
