Given Java 6 is now end-of-life, we should move to build Incubator 11 with Java 7. In order to maintain backwards compatibility we will still target Java 6 byte codes and only support Java 6 features.

For the test modules we can safely move to Java 7 as these aren't published. This would also allow us to pick up the latest Oracle Tools 2.0.0 (which is Java 7)
