Reminders are sent at different times during standard and daylight savings time #90

The Heroku scheduler we use to send reminders only has an option to schedule daily jobs at a specific UTC time. This means that if we want the time to stay the same throughout the year, we need to change the UTC time manually.

A possible fix is to run the Heroku scheduler hourly and check if the local time is correct before sending reminders.
