[Admin] Manage reported problems

User story
As a user, I want to see a list of reported issues, in order to help me edit point details and keep the map information updated.

Description
User wants to manage reported issues:

• See a list of reported issues, search by point id or user name, and filter the list by reporting period, issue type and issue status. See figma
• Manage issues status: at any time, user can change status from any value to any value ("rezolvat", ïn curs de rezolvare", "nerezolvat"). Issues status impact point status and display in public portal: when there is at least one issue that is "nerezolvat" / "in curs de rezolvare", the associated point will have status "Problemele raportate" (see Figma), and in the public portal the number of problems is the number of issues reported on the point that are "nerezolvat"/"in curs de rezolare" See note and Figma.
• View issue information. See Figma screens and note
