[Admin] Add point on map

User story
As a user, I want to add a new point on the map.

Description
Admin user can add points on map, exactly like a public user, but from the admin portal.

Main flow
User goes to "Puncte harta" in the sidebar menu.
User clicks on "Adauga un punct"
User fills in point details, similarly to the flow on the public portal.
User submits the new point.
Point is added to the points list, depending on PCT_Serviciu; user is redirected to the points list, and sees a confirmation message.
*Point added from the admin portal has status set to "Verificat" by default. See related issue: #48
