[Beneficiari] implement 'Tutore beneficiar minor' section in 'Adaugă beneficiar'

Describe the bug
When you add a beneficiary, if you select in 'Data nașterii' field a date that indicates that the beneficiary is a minor, the 'Tutore beneficiar minor' section is not displayed.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Listă beneficiari'
2. Click on 'Adaugă beneficiar'
3. Select in 'Data nașterii' field a date that indicates that the beneficiary is a minor
4. Notice that no other fields are displayed

Expected behavior
When the user selects in 'Data nașterii' field a date that indicates that the beneficiary is a minor, the 'Tutore beneficiar minor' section should be displayed (see 'Tutore beneficiar minor' section in Figma
