[FEATURE] cog check from a specific date or tag

Currently, only supports checking commits from the latest tag via cog check --from-latest-tag.

Describe the solution you'd like
Being able to run cog check --from-date <date> or cog check --from-tag <tag>.

Just saw that, from v5.4.0, it is possible to specify a commit range, so one could take the tag commit and the latest commit. So it is possible to do this already. My request becomes more quality-of-life related than anything else. See:
