covid_hosp_facility has entries with malformed collection_week dates

Some obs have collection_week formatted as MMDDYYYY, rather than the expected/more common YYYYMMDD. See "collection_week":12252020 from last result.

Some obs are missing digits such that we can't easily reconstruct the actual date. See "collection_week":1012021 from first result.

At least for facility 100075, all of the malformed dates came from a single publication, "publication_date":20210311.
