This is a bug fix release. The following issues have been addressed:

Fix VFIO on platforms with non-4k page size (vfio: align memory region of size and address to PAGE_SIZE #5450)
Fix seccomp filter lists related to virtio-console, serial and pty
(vmm, virtio-devices: allow mremap for consoles #5506, vmm: allow restart_syscall() in PTY process #5524)
Populate APIC ID properly (x86: set ApicId in cpuid for each vcpu #5512)
Ignore and warn TAP FDs in more situations (vmm: ignore and warn TAP FDs in more situations #5522)
Disallow concurrent CPU resizing (vmm: cpu: Add pending removed vcpu check to avoid resize vcpu hang #5668)
Use wrapping add for memory offset from instruction emulator (emulator: bugfix wrapping add #5719)
Replace unsound static mut with once_cell (event_monitor: Replace unsound static mut MONITOR #5772)
Fix a deadlock when TDX is enabled (vmm: tdx: Fix a deadlock while accessing vm_config #5845)
Bug fix to OpenAPI specification file (vmm:api: add add-user-device support in cloud-hypervisor.yaml #5967)
Error out early for live migration when TDX is enabled (vmm: tdx: Error out early for TD migration #6025)
