Louder announcements when we're doing maintenance #1896

In order to help users understand maintenance and reduce unnecessary support burden, we want to surface maintenances in a more visible way.

Some options we should consider:

get more users to sign up for statuspage updates
add a banner to the site when there's maintenance
add a banner to the login page when there's maintenance
embed statuspage widget into support page

Possible approaches that were mentioned in the standup:

Automatically sign up all new users to statuspage updates (they can easily unsubscribe if desired, right?)
Automate something that grabs new statuspage updates and emails all OrgManagers
