We may have a configuration issue. Logs-platform shows clusters of 404 errors with "ELB-HealthChecker"

For example: https://logs-platform.fr.cloud.gov/app/kibana#/discover?_g=(refreshInterval:(pause:!t,value:0),time:(from:'2020-11-01T23:30:54.813Z',mode:absolute,to:'2020-11-01T23:35:30.736Z'))&_a=(columns:!(_source),index:'logs-platform*',interval:auto,query:(language:lucene,query:'404%20AND%20%22ELB-HealthChecker%22'),sort:!('@timestamp',desc))

Acceptance Criteria

GIVEN 404 errors with "ELB-HealthChecker" in logs-platform
THEN we know the cause
AND hopefully, correct it
