This came out of the cg-provision meeting on May 21st

Run locally against all environments? Yes

Two options:

Fly exec that part of the pipeline

Have to extract plan tasks
Thread variables through

Run tf plan locally in a script

Parse pipeline.yml
Load vars into a script
Pull down the state files
Read-only IAM?
