Make a filter for image cards on the Sector Pages, so that solutions cards can be filtered

The goal is to create a React Component capable of filtering the Solution Image Cards.

We can start on the Electricity Sector Page which contains an overwhelming amount of Solution Cards.

Let's come up with a simple way to tag the Image Cards with a filter category. In the Screenshot Example we have the following tags:

"Energy Efficiency" "Energy Storage" "Energy Source" "Buildings"
