可否相容於 tensorflow 1.5? #17

大概是某些硬體限制，導致無法使用新版本的 tensorflow，似乎目前的 workaround 只有 downgrade 到版本 1.5，所以想問說現在這工具是否可以在該版本運作呢？

我在 macOS Mojave 底下使用 anaconda3 以及 Python 3.7.5，兩個環境都把 tensorflow 升級到 1.15.0，ckiptagger 都可以正常運作。目前很確定的就是升級到 tensorflow 2.0 就會出現類似「 WS 找不到 model 」這類的錯誤訊息。
