TOS implies you can't actually write software to use the API #915

Section 11.4 of your new TOS seems to imply you can only use Civit supplied software to use the "Service" which if you were to write code to use the API you would not be doing.

It's not clear whether you are allowed to write your own software to use the API without breaking the TOS.
