It seems that the cis test-list is outdated and CIS countries exist with update test-lists in this repository. If it's not being used yet, we may move to a different directory of the repository as it may confuse users.

Do we know for which software/project is the cis.csv test-list useful?

This is a very good point.

OONI does not use this test list at all. I think it's probably a good idea to migrate all the URLs currently in the cis list into the country specific lists that they are relevant for.

@agrabeli perhaps asking what Igor thinks about this would be a good idea.

This may have been a hold over from the ONI days of the test lists. The idea is that regions that may share some commonality in tested content (ie - Middle East, CIS, Asia) would be tested together. Despite that intention in design, CIS was the only "region list" implemented. I would love to hear Igor's take about the utility of that list today but I think a situation where we have every list being a country except global and CIS doesn't make a lot of sense today.
