Avoiding a TG while that TG is being held avoids all TGs

As the subject suggests, if you press the avoid button while you are on a held talkgroup, then every talkgroup gets held. I tried this to prevent accidentally avoiding next talkgroup since there is no grace period, but it results in every talkgroup being avoided. I have tried this a few times (on PC) and always get the same result.

Suggested fix: Held talkgroups should be avoided without any effect on other talkgroups.
