64bit CE not opening whilst the 32bit version does.

I have struggled with this issue for so long it's not even a joke atp, I desperately require help.

Prior to windows 11 I was able to perfectly use CE, I have no idea when this issue began but once I tried to open the 64bit CE version it simply was unable to. I've tried re-installing, disabling my AV, firewall, everything, deleting all of them, nothing worked. I've also tried "windowsrepair.exe" and that also hasn't solved my issue. I am at a loss, I don't know what to do. All of this and yet the 32bit one works perfectly fine, if anyone has any suggestions or possible ways to fix this I'm all ears.

disabling anti virus sometimes won't work dependijg on your AV (like webroot) In thise cases an uninstall + restart of windows is needed. also check anti cheats like vanguard, badlion, gameguard, etc...
