We should upgrade all hub modules to Python 3.12 before October 2024.

We are currently on Python 3.8, which will no longer get security updates after that timeframe.

3.12 is still in a prerelease state, but has a planned release for this October (October 2, 2023). This will give us the maximum amount of time before an upgrade is required for security reasons alone. However, if there ends up being the bandwidth to do this work sooner than October, we can upgrade to Python 3.11 instead.
