Add fields for reader and writer file extensions to /plugin/home/sections/<sections> API

We can either add the reader_file_extensions and writer_file_extensions fields to the response, or we can implement the includes parameter as defined in the API contract

We need these fields to render the metadata for writer / reader plugin cards on the home page based on Janeece's design feedback
