Visibility specifier in config file not working for GEMspa plugin

Description

The plugin GEMspa has a public github repo with the plugin visibility set to disabled in the config file, but the plugin still shows up on the napari hub. This developer doesn't want to release their plugin to the hub yet, so they reached out to me to ask for help.

Expected Results

The plugin should not show up on the hub when the visibility is set to disabled.

Actual Results

The plugin shows up on the hub.
