In chamilo 1.11.x the configuration setting "google_api_key" is defined in app/config/configuration.php and in Chamilo2 this setting should be set in the .env file with the configuration :
GOOGLE_MAPS_API_KEY=''

May be this setting will not be transferred and should be indicated in the migration documentation so that the administrator can adapt the configuration manually
