Describe
In some courses on my platform, after create it, there are not tools available in course home page in teacher mode

To Reproduce
Steps to reproduce the behavior:

Clean chamilo 1.11.26 installation
Create new course
In course home page there are not tools (Not always)

Expected behavior
After create course, all creation tools may be available
