Restructure data-validator project to reduce dependency import time

The structure of the project contains data files that are being pulled in during poetry dependency loading. That causes the time it takes to load this project to be relatively large (for as small as the actual source is). Figure a way to keep from loading data files that aren't used on a run by run bases.
