Unhardcode paths, add more Unix support. #2497

We deployed IntelMQ on FreeBSD and noticed that there are many issue, mostly due to

  1. hardcoded paths (/usr/lib/python3/dist-packages/…)
  2. Debian-oriented commands (a2en, useradd with Linux-specific arguments, etc)
  3. hardcoded OS paths (/etc/sudoers.d)
  4. and some more

We are interested in investing into IntelMQ, so we are ready to do the porting, patching, upstreaming and packaging on FreeBSD ourselves, we'd like some guidance.

Can we use this "issue" as a tracker to make IntelMQ more portable on non-Linux Unix systems? We can test on FreeBSD, OpenBSD and illumos systems.
