Add month of data availability into Zenodo archive description

We're currently archiving multiple monthly/quarterly datasets zipped into annual files (see EIA 191, CEMS), which means we have multiple versions of 2023 files without any high-level clarity about the difference between them. Now that #237 and #267 are merged, it'd be nice to figure out how to update the description of a new Zenodo archive to include the dates of the data available (e.g., "This archive includes CEMS data from 1995Q1 to 2023Q3"). Since we're currently pulling the descriptions from the PUDL repository, this could be a step that appends the text to the existing description using the partitions in the datapackage, or we could wait to do this until we complete the separation of the archiver and the PUDL repos.
