feature: connect transactions with org or user's balance #2762

Continue: #2758

A user has his own "balance". An organization also has its own "balance" (need to add).

A new add/update/delete transaction API call will change the balance of a user or an org accordingly.
In frontend (org edit page for admin, my account page for user), the transactions table should be shown to the org admin or user.
The org and user should also add "InitialBalance", so we can re-calculate the current balance.
