When a package has its data pulled from its repo or PyPI that should be tracked in way that is exposed to the end user.

This will allow people to check to see if there are any errors in the URLs specified for that package and will also help in handling of packages whose owner has orphaned them by removing them from the repo or taking them off PyPI.
