Update to GitHub Actions continuous integration

00f0ab7 disabled Travis CI, which was no longer running anyway due to its updated credit model. The upstream lesson template repository https://github.com/carpentries/styles now uses GitHub Actions for continuous integration. We should switch to GitHub Actions to validate the website and add the custom tests we ran in Travis CI.
