In order to transfer the duties of the ODS Manager, the ODS Board must vote to approve an MOU.

MOU to be approved

Progress

Post draft for review by ODS Contributors and ODS Board
Get consensus from MobilityData on text
Record a vote by ODS Board
Post document to /docs/governance (or similar)

There needs to be more clarity on why this is being proposed.
