Research options for monitoring data file upload #261

We need a way to monitor that the data file is being uploaded at the frequency we expect (e.g. daily).

Some ideas to research:

monitoring last upload time on file in Azure Blob Storage
alerts for expiration of service principal credentials

thekaveman added the infrastructure label
