Research Question

Single sentence description: Track all the PRs related to running the quarterly performance metrics pipeline for 2024.

This is one of our least visited pipelines. Quarterly cadence means these functions usually sit separately than what's commonly used in other pipelines, and this pipeline has seen changes almost every quarter. Tie this closer to our more robust pipelines by streamlining it!

• Swap out functions to use the newer segment_speed_utils.gtfs_schedule_wrangling functions wherever possible
  • get_trips_with_geom is only referenced here now - favor longest_shape_by_route_direction instead
• Consolidate useful bits of bus_service_utils into segment_speed_utils and update references everywhere
• Favor average speeds for routes rather than delay based metric
