Enrollment index has a page title of "Eligibility confirmation"

Steps to reproduce the behavior:

1. Go through a flow until you get to the Enrollment Index
2. Notice the page title is "Eligibility confirmation" which is incorrect

Expected behavior

We have correct copy in our source of truth, and the page title matches that.

I just checked with the spreadsheet now and see that "Eligibility confirmation" actually is what the spreadsheet says should be the page title.

So this isn't really a bug, but is more just something I didn't expect based on how I think about this page and what phase it is a part of.
