Why app icon click creates one more app icon ? #785

Describe the bug
Starting from windows 7 icon of the app is only one. Clicking it changes it view but not creates new icon of the app.

Steps to reproduce

set "application (combined)" mode
click on any app
see as appears another one app icon

Expected behavior
Clicking on it should changes it view but not creates new icon of the app.

System information:

Windows version: 11
Cairo version: Version 0.4.245.61259 - Pre-release
32-bit or 64-bit: 64
In Cairo Settings > Advanced, is Cairo set as shell?: No matter what is shell. Issue persist anyway.
