Describe the bug
When I open UWP app in fullscreen the app doesn`t show on taskbar
Steps to reproduce

Open UWP app
Go fullscreen
Alt+tab into other app

Expected behavior
Icon on taskbar

System information:

Windows version: Windows 11 22H2 22621.2215
Cairo version: 0.4.245.61259 - Pre-release
32-bit or 64-bit: 64-bit
In Cairo Settings > Advanced, is Cairo set as shell?: No
