Make cloud storage backup options available on helm chart

Currently users are not able to use cloud storage backup option using helm chart.

Describe the solution you'd like

It'd be great if enabling cloud storage backup option can be done through values.yaml.

As described in the backup section of the official document, it'd be great to see updates in the helm chart files helm-charts/values.yaml and helm-charts/templates/statefulset.yaml to make --backup-region, --backup-bucket, and --backup-credential options avaialble for use.
