Implementation for #61.

Thinking out loud:

Pull rate of interest for random banks and calculate difference in rate of interest between the bank and the one expected to be earned by the nominator, if the difference is greater than a certain number (say 2%) then implement the copy under #61 else look for different bank, if none meet the requirement, simply post a message without the comparison
