The main roadblock here is that I kind of avoided doing a proper job with a Navigator while introducing NewTab page. Right now it's ad hock workaround to accommodate special needs of NewTab, what we should do instead is allow Navigators of different kind same as Assistant.Suggestion allows different kinds of Suggestions.
