New Documentation Page for the Code Server (VSCode) Open On Demand App

A new app has been added to the Open On Demand list called "Code Server" -- a web-based VSCode clone by Coder. Once this goes live, we should have a new documentation page explaining what it is and how to use it.

Explain the following items:
