Create automatic braindecode-dev/preview release

I had an interaction this morning where someone reported an issue that was already solved in the source.

It would be better to have a way to do braindecode release with a dev version, like braindecode=0.9-dev or braindecode-preview flag.

Examples of this approach would be monai, monai-weekly and mne-pipeline

It looks like this was previously done in braindecode from the release history pypi ~2019. What do you think and preferences? @agramfort, @robintibor, @tomMoral?
