[FEATURE] Add Setting to switch general default save location.

Problem?

While you can change the default Distro location, the save locaiton for templates and the distro base downloads is still always "C:\WSL2-Distros".

Solution

A setting similar to "Default Distro Location" that lets me change the base save folder for everything.

I don't think c:\WSL2-Distros is a good default. Most users won't have permission to create directories in c:\ (without elevated administrative access).
