Add User Suspended Page

Links become dead with users are suspended. Links such as in notifications remain active but just say "Not Found"

e.g. https://bookwyrm.social/user/criiii@px.mathias777.com

Describe the solution you'd like
The page could show that a user was suspended / otherwise removed perhaps on a certain date

Describe alternatives you've considered
The page could also redirect or show the instance rules. Maybe references to the user in notification or elsewhere on the site could show their name with a strike-through?

Found where we filter out non-active users. To show that a user exists but is inactive we'd have to change that. Does that run up into any sort of design issue? Do we need to still hide some inactive users behind a 404 based on the deactivation reason vs showing suspended / others?
